Can it fill a small dent left by a skip on a tarmac drive

I dont think so. It is more like a glue you use before filling small holes with bitumen patches. You spray this into the hole you want to patch and it holds the new tarmac to the old

I bought this to seal gaps in a felt roof, but the instructions say to invert it for use. Does it only work upside down ?

I did not use it on a roof but used it when laying Cold lay tarmac on the ground. I used it upright and at an angle and it worked fine.

Can it be precisely applied like in silicon cartridge gun is the jet a fine mist thanks

If the cartridge gun you have in mind is the sort that you apply decorators filler or bath seal and similar then the Prosolve Bitumen joint sealer is less precise.  It is a spray. Not a fine mist, it won’t get blown in the wind.  I would think it delivers a 3 or four centimetre wide pattern. It would be smaller if held closer but I can add no more.  It did an excellent job of sealing between old tarmac and new macadam fill.

Does it Set hard wanting to fill gap between edge of tarmac drive and concrete edge strips where weeds take root

This is a spray that I used on the old edges of our drive to then put the cold lay tarmac pieces to it and hammer into place.  I believe it is like an adhesive that helps join the new tarmac to the old.  I used it last year and so far everything is ok.  
I do not think it is just what you need for your issue.  I used it on a tarmac drive where weeds had grown through over the years and bits of tarmac had crumbled away from edges. I searched for Tarmac Cold lay Ready mixed Macadam Bag and bought it in a local shop.  However when reading reviews it also said i need this "sealer"  So for a good job, I would say you need both
