Why won’t it turn on even when it is fully charged?

I don't know if something is wrong with your blender but the button is tricky. You must hit the top of it. If that doesn't work you have a faulty blender

Is this supposed to have a screw on bottom so when you drink it directly from the container you don’t have to keep it attached to the motor?

No, you will have to pour it into your desired cup if you wish to not have the motor attached
