Can this be used to paint a boat's anchor?

I believe so .it’s very durable and beautiful paint . but contact manufacturer and find a sealant to protect anyway because of prolonged submersion

Would this paint work to paint lead fishing jig heads?

Would I need a primer to paint an already (interior) painted metal railing?
