Is this louder than the non control volume version ?

I can't say, but this gets fairly loud. When we're biking down a trail, I let my daughter take the lead as she has the horn. She's 19 now, but gets a kick out of it.

If I forget to turn the power off, will it drain the battery when not used? If not, why does it need a power button?

It won't drain the battery when not used, the power button just for convenience to controll.
