How long does this take to cook 3 uncooked cups of rice?

It does not hold 3 cups of uncooked rice. It will cook 3 of their measuring cups worth and it takes about 15-20 minutes. It always seems quick and I never get to it exactly when it is done. I use Jasmine rice. As stated by S. Garfield, I limit myself to 2 cups also and pick up the lid a couple of times because some water does escape when that much rice is in the cooker. My family actually prefers a more moist rice, so I usually use 1 cup of rice and the full amount of water they call for when cooking "3".

Yes, it has a measuring cup (1/4,1/2,3/4,1cup measurements marked) and a rice paddle. Both plastic.

The product description says you start with 1 - 3 cups of (uncooked) rice. Can one start with half a cup of uncooked rice?

Yes. I have made 1/2 cup uncooked rice in this pot and it came out great. Also will cook other grains—I have made quinoa in mine with great success. If anything, it does better with smaller rather than larger portions.

Can the steamer tray be used on it's own without also making rice?

Yes, I use the steamer more than the rice cooker.
