Yes I use it for both 9 mm MNP shield single stack and a Glock model 22 40 caliber double stack

Will this holder hold 31 round mags?

I use it for two magazines that hold 8 bullets each. If you used taller magazines, they may stick up too high.

Will this fit the mp shield plus 9mm magazines?

I use Glock double-row 9mm magazine and have no issue at all. According to the Product Description, it fits Model: S&W M&P 9 Shield M2.0. ... Since the Adjustable Side-clips can be re-size, I "believe" that it will fit your requirement. (Repeat, I use Glock, not MP. This is just my believe and hope it may help to answer your question)
