Can this be used on both wet and dry hair?

Yes it can. I have very thick, curly hair. I will wait an hour or so before I dry my hair, only because I can't stand drying my hair. Some parts of my hair, the front, bangs etc. are pretty dry, while the thick, back part is still wet. Works great. Sometimes, to freshen the look, I will use the next day on my dry hair. Love this tool!

Will this work for short thin hair

Your hair needs to be at least 5 inches long just to be able to get around the brush. Thin hair ok, just use the cool setting.
