Q: Does this cover the nose?

Yes. You can also fit it below your chin if necessary. It is true that you can still feel some cold through it as the section that covers nose and part of mouth feels like mesh with ventilation holes. However, I think it did the job for me and I wore it in freezing weather ranging from 24 to 8 Fahrenheit. I recommend this product.

Q: Does the smell ever subside?

No, it hasn't not subsided so far. It smells like turpentine, or like it was used to clean up oil. I have washed it twice.

Has a tight fit ,not much stretch room. I would put it on first ,the n wear helmet over it.
