Will this unit work to stream a/v (movies) from a computer to multiple LCD  HD TV via RG59 cable

I don't think so. It will only take TV signal and display it on the computer screen, and from there to any display device connected to the computer.

Question 2

How many gigabytes per hour is the lowest quality setting? I wish to maximize hard drive space.

The tuner will provide the PC the same digital transport stream that your local broadcasting company is sending. Thus there's no quality settings here. Of course it would be possible to decode the provided stream and then encode it again using any quality setting (so called transcoding), but this is not supported by the software that is included. There is free software available that you can use to later convert the recordings to different format.My local broadcaster sends SD channels that are about 400 kilobytes per second and HD channels about 1 megabyte per second.

Will this work with an android based htpc.

Currently,  there are Linux drivers for this device.  LinuxTV.Org has details on their wiki.

Raspberry Pi using a current OPENelec build will recognize this adapter.

The software/DVD that ships with this adapter will only be useful to Windows users, but if you are comfortable with Linux (OPENelec) , and media platforms like Kodi,  you should have no problems getting this adapter to work on your Linux box.

Will the device receive ATSC (USA DIGITAL TV)?
