Are there enough washers for the eyes and nose? The pic shows only half the amount of washers.

Yes, When I got mine they included two bags of washers that were not in the case.

Are the washer and Dryer safe?

I would say yes as many commercial stuffed animals have these. Just be careful about dryer heat so they don't melt

Has anybody's kit come up short? I'm missing a bunch of noses and a few eyes.

I was missing a couple washers, but I’ve also bought this kit a couple times. I would contact the seller directly.

Does anyone have any suggestions on what I should make the eyehole with? My kit did not come with the tool

I used it on crocheted items, but an awl should work just fine.
