Q: Are these lights plug and play or do I have to splice them in

All normal factory functions are plug and play but there is some splicing required for the switchback feature.

Q: Does this item come with left and right headlight set?

Yes that is correct both driver and passenger side. We only sell our lights in sets.

Q: Can I replace with ultra bright h7 halogen bulbs and would they better than the Anzo stock? Not looking for led

Yes. But I highly suggest putting them (brighter H7s, HID, or LEDs) in at time of install..it is not a simple task to take these assemblies on and off
