My 9 month old gsd is wearing a 21" collar now, but reading these posts it seems like a large is the better way to go?

If your going off my review I wouldn't recommend this product as my GSD female was only 12 months and kept breaking it. The Velcro isn't a good option for securing the collar...

Can you put a prong behind it?

Yes, depending on the dog. Some short, stocky breeds might not be able to wear both. I recommend a herm sprenger, properly fitted to your dog, with help from a trainer on how to use the prong collar. It actually helps keep the collar in a good position with my boys.

So far they have been great, a little stiff at first but after play and training time they’ve gotten a lot better. The sizes are spot on to what they say on the ad, one of my pups has thick fur so it seem tight at first until it settled around the fur. I think your choice is going to be fine
