Can you wire this straight to battrry without a toggle switch?

Sure. Since it has a float the draw would be minimal

I bought this pump it only works not the test mode . It will not come on with the switch inside of the base .what could cause this ?

The +12V can go to either the brown wire or the brown/white wire. The brown wire connections forces the pump on. The brown/white wire connection is routed through the float switch, so only turns on when the float rises from water. The “test mode” is just a know on the pump the physically lifts the float to turn the pump on.

My bad! It does NOT have an internal fuse.

I didn't notice any drain on the battery, I guess it depends on how bad your boat leaks. It only turns on when the bilge water rises enough to trip the float.
