I wouldn't buy anything under a one because she will outgrow them with little use. I am very satisfied with the skates. My girls wear 13 and 1 in regular shoes, so A 1 should be ok for your 7 year old. **Q: Can the wheels be tightened to slow the skates down** A: No not at all. I tightened all the way but no change.
