How is this applied? I understood it came in a 16oz can, is that correct?

Mobil 28 is a grease. This particular picture is the 14 oz tube and is applied by using a grease gun. We also sell this product in a 1/4oz kit which includes one 1/4 oz tin of Mobil 28, 1 pair of Black Latex Gloves, and 1 applicator brush. It is used on gun triggers specifically.

Is it safe on rubber?

Yes, it is. It's a fully synthetic product.

Can this be used in fishing reels?

Yes it can it is what I use for mine.

You can, but a general purpose, lithium complex NLGI #2 grease would be a better option for that application.
