Three times a week the first week is because although the mites will jump off or die, their nits will still hatch. The second and third washing are to be sure that you've given a chance for the nits to all hatch and kill them too! If you have a real infestation, once a week thereafter to make sure the mites around the house don't jump back onto the dog.

Is this good for scabies?

I believe it would work, Follow instructions and should be good to go. Also can't hurt.
