You can use this as a foliar, but I think it's more beneficial ans effective as a root drench.

Do we use it throughout a whole growing cycle (seedling to flush)?

It’s a root enhancers, I use just use it for root and clones, when you flush just water for the last two week before harvest!

Can I soak the seeds in this?

I wouldn’t. Just use a damp paper towel. This is to help the roots for nutrient uptake
