Does anyone know if this knife is legal for edc in illinois? an internet search produced conflicting answers.

Sorry. I don't know about Illinois laws. I live in Florida and this knife is under the state's 4 inch limit for concealed carry (i.e. in a pocket o in a sheath covered by a shirt or jacket).

are the steel liners solid,no holes drilled to lighten it?

No, it does have cutouts on both liners.

This says for men, can a woman use it too?

Absolutely a woman can carry this knife. It's a larger knife with the 4" blade but it's not a heavy knife.
