Can this be used on refrigeration tubing

I see no reason why not. I would not us it on anything coming in contact with potable water or food but would use it for brazing tubing. Best to check with the manufacturer, though. Good luck

For brass to brass, what flux?

As per Manufacture's notes on webpage "These brazing filler metals are primarily used to join copper to copper, copper to brass, and brass to brass. The phosphorus content serves as a "self-fluxing" agent in joining copper to copper. When brazing brass to copper or BRASS to BRASS, USE Stay Silv White brazing flux."

Can this be used to solder copper wire to copper tubing?

Yes, but it has a higher melting temp than solder..
