I have four of these and need to replace with the same however when I measure them they are 18"x 8" fully inflated, how can this be? Incorrect label?

The tire will have the size marked on it. If it is not on the outside sidewall it will be on the inside, around the same area as the air pressure. An inflated tire will be larger than an uninflated tire.

are these tubeless tires or must i also buy tubes?

No need for tubes with these tires. I mounted them using the redneck-starter-fluid-and-match method, no Slime, and they've held air with no leaks for he past 6 months and still going strong.
