If unopened, the shelf life of this product is about 2 years (exact expiration dates are lot dependent and will be printed on the bottle). The shelf life may not be valid once the container has been opened due to factors such as absorption of moisture from the environment, bacterial growth, or light that can cause reagents to degrade. Since storage and environment can play such a huge factor, Hach does not provide exact product shelf life information for once the container has been opened.

Does this strip need to be dunked in water or can it be dabbed on a wet spot?

The instructions say to "dip the strip into water and move back and forth for 30 seconds. (or hold pads under water stream for 10 seconds)." They are designed to be dipped into a water sample or held under running water from a faucet. They are not designed to be dabbed on a wet spot.
