There's a simple explanation for this: you're installing the card in the wrong slot on your motherboard. The Bluetooth gets its power from a separate connection (USB) on the motherboard, thus the "bluetooth works, wifi doesn't" reviews. Before returning the card as "defective" please make sure you install the card in the proper slot first. If in doubt, it should be the slot closest to the processor (on many motherboards.)
