26 or 28 depending on how you are built thick thighs and but go with a 28, average go with a 26. You can always return them if they don't fit :)

I think it depends on how snug you want them to fit and also will you be wearing them with riding boots. I purchased a medium at first, but they were too tight and uncomfortable. The length would have been fine for me because I always wear mine with riding boots but otherwise they were way too tight. I advise a large. I hope this helps. They are a great purchase once you get the correct size.
