A: It can run off of wifi and you can download any apps you desire....you don't need a carrier to run whatsapp and other apps....Now if you gonna run data then you gonna need a carrier.

I've bought cheap phones from Walmart before and they've been better. This one is extremely laggy with everything and the GPS doesn't work at all. I honestly just wanted a cheap phone to get by with and further more I've only had it 3 weeks and the screen has cracked twice. I'll admit I dropped it once but I have know clue where the second crack came from.
