This is a First Day issue of the United States Coast Guard stamp, as pictured. The stamp art, an oil painting by William S. Phillips, depicts two icons of the Coast Guard: the cutter Eagle, a three-masted sailing ship known as "America's Tall Ship," and an MH-65 Dolphin helicopter, the standard rescue aircraft of the Coast Guard. In addition, this envelope has received a hand cancellation in Ilwaco, Washington with a pictorial hand stamp designed by local artist, Don Nisbett. It was also hand-signed by the author in his Ilwaco, Washington art gallery the same day.
