Is this the big 2.3 fl oz bottle?

It clearly states this is .25 oz.. I am shocked that people keep saying this is misleading! Yes, it is a really horrible deal because you can get it MUCH cheaper anywhere else, but not misleading. 2.3 is not .25!

Can I use it before putting on nail polish

It wouldn't work if you put it on after nail polish, except maybe if you put it underneath the nail tip. It contains Jojoba which is the only oil with molecules small enough to actually penetrate the nail. That's why it works so well and it does work! I've used it for over 10 years and no more splits, tears or chips.

Does this help the hard skin around the nail?

It helped mine. I had to do it every day for about a week or so to wear improvement, but I did.

It is very moisturizing to your cuticles. It has a non-chemical, almost fruity smell for those with sensitivities to scents.
