Is this primer tacky like ELF hydro grip primer or a smooth primer like the texture of a silicone based primer?

I’ve never used the elf brand primer, so I can’t compare it to that, but honestly for the price this is a really nice product. It doesn’t feel tacky to me at all, it makes my skin feel smooth and moisturized and is as nice as a few much more expensive brands I’ve used
