Is this really "waterproof" or just "water resistant"🤔?

It’s water resistant if it’s raining your stuff will probably stay dry but I’d be carful if the rain is too hard and definitely wouldn’t take it in a river or anything. Pretty much just protects from lighter rain and that’s it or if you set it on a damp rock your stuff will be fine. I did accidentally get the bottom in a river once though and my stuff was fine but it wasn’t in the water long at all

What size are the pockets on the hip belt?

A little larger than of a deck of cards. My phone won’t fit.. which was the one thing I was disappointed with. Otherwise, it’s a great backpack.

Yes It does I fill mine with wine not water. I put bottled water in poches and have D Rings to hold insulated water bottle on shoulder strap.
