It has a cinch buckle and is elastic so it is very easy to use on any high backed chair.

Can this be used in the bed also. How long are the straps on the headrest?

No it can not. The straps are not that long for a bed

I want for desk chair ergonomics for eye/tension headaches can I have on the back of my neck and buckle it on the front of my neck instead of a chair?

No, I don't think that will work with this. It does work very well on any high backed chair and the strap is also elastic so it's easy to switch chairs. Would probably work on a car seat as well.
