When do u spray to flower perennial flower garden to prevent root crown rot ? Anytime in spring ? Or

I use this only on orchids. It is systemic, so you can treat it once or maybe a second time a few weeks later if you see signs of rot. Check the label for frequency. On orchids I apply twice two weeks apart.

Can this be used on all cactus & succulents without harming them?

I use it on orchids. It is a systemic fungicide. Do cactus and succulents have fungus problems? If so, I guess you could use this. For orchids, I make sure the roots get the solution as well as the leaves.

Can this be mixed in a sprayer for lawn application?

I have prepared a solution of thyomyl for a pump sprayer. regardless, you should read the label application directions for your situation.

Does this work for black knots. On trees ?

Well, I can't guarantee my answer but black knot is a fungal disease and Thiomyl is a systemic fungicide. I think it would work and I have had good results with various rose fungal diseases. The best bet is to do a little internet research on your particular type of tree and see if thiomyl is listed as a treatment. Good luck
