What is the main difference between the non pantone and pantone version? the prices seem to be fairly drastic

The main difference is between to RM200 and RM200QC.....the first is more of a consumer targeted device for painters, interior design, etc. The RM 200QC is more for quality control.

Can I use it to match color on cars to mix car paint

The RM200QC is a Quality Control version of the Capsure device. It is a colorimeter that is used to measure a color sample to create a standard and has the ability to set tolerances in which become a pass/fail measurement. This will also display Delta E of sample as well as L*a*b* graphs and basic reports of the finding. This device is based on using in a Quality Control environment in that it allows user to have known standard and measure produced goods or other samples against this standard to determine data. It appears that you want to formulate auto paint, which isn’t the function of this device. Also, in terms of auto paint this typically contains mica and metallic flake where device is not ideal for measuring such samples but X-Rite Pantone does have solutions for this.
