What is the uv spf rating for this product?

This is for horses. If you have a white one with a pink nose, you probably need a special sunscreen. Mine are dark and have hair. I only use it on their legs and they don't burn. It is to keep flies from biting them.

Can the roll on be refilled and if so, how?

No, there is no refill available for the Endure Roll-On Fly Repellent.

My horse gets hives and peeling skin from many fly repellents. Anyone else?

I am so sorry that that happens to your horse. However, I can say with 100% certainty that our horses do not suffer from hives or peeling skin from our using this product on them, or any other side-effects. It works really well and we have used it for at least 7 years; but that is not to say that other horses may not experience such or other side-effects. I just know that ours do not. (Also, so to not spread any possible contaminants/germs -- we also dedicate one applicator to each horse.)
