Worthy rack for getting stuff from point A to B.
I bought a rack for my aging mtb, then simply slid this over the rack and attached it with a few of its straps. The pack is out of the way and doesn't interfere with the pedals. It has two water bottle nets along the edge and may let me ride to work with all the stuff I tote back and forth each day. I like it.

It's waterproof and big.
I just got back from a work cycling commute at night in the pouring rain with thunder and lightning all around me. I mean, it was an actual storm outside, the wind was really decent also and this cover protected both of my side panniers from rain so well. When I finally got home, I took off the cover and everything inside was dry! I was so happy and so surprised. As many people who buy "waterproof" items know, a lot of them aren't actually waterproof, more water-resistant, if that. This cover is actually waterproof!It's also pretty huge. I believe one of the reviewers complained that it didn't cover enough of their pannier bags, it was just too small, and I have to say, they would have to be carrying an absolutely mammoth of stuff for this cover to not cover everything. I had plenty of extra fabric leftover and I tightened it as much as I possibly could. Next time I'll use some drawstrings to keep them tighter and more fit.I am extremely impressed right now. With how much rain and wind was pouring down, and it still kept all the water off, I couldn't be happier with this purchase.

Worth every penny!
I cannot possibly recommend the Multifunction Bike Bag enough! It straps tightly to your bike and has an incredible amount of space. The material is waterproof, I know this because I got stuck in a rain storm the second day I had it (my luck). I used these bags to carry multiple law books that a friend gave me unexpectingly, and every single one of them fit. My bike had some trouble carrying them as it was VERY heavy, but I kept thinking, "I am so glad I bought these bags!Trust me, if you're looking for saddle bags, look no further!

Green 3 in 1 bags with the letters 'ROS' listed as Type 4 in options.
The bags I got were the multi-function bike bag 3 in 1 that were green with the letters ROS listed as 'Type 4' in options. Great bags, well made and has worked well for me thus far. I'm a commuter biker who was looking for a cheaper set of pannier bags to try; I'm also a pack-rat who brings more than necessary. It has worked great. I mainly use the side bags, but the third is nice when needed whether biking or not.I love the way it hooks up, though it is harder without the third bag in my opinion-but allow a different bag such as a purse (as I use it). I use the pockets for things I plan to bring every time and the big storage for the things that vary. The hook ups are flexible and can fit a wide variety of back racks. It is water resistant, you can see the water remain beaded as it hits the fabric, haven't tried getting it drench, but light rain it is fine with.

Light weight, packs small, really keeps your gear DRY and CLEAN on crapy rainy days
This light weight cover actually does a fantastic job of keeping my stuff clean and dry on rainy days. I have a side pannier bag that I use to pack my laptop, purse, and misc junk, plus a basket on top of my back rack that I use to carry produce home from the office once a week (from our local farm to office CSA) plus often a second bag on the far side of my rack- this goes over all of it - or just the one bag as needed. I like that it also helps with visibility - a few reflector strips would be a nice addition.This packs up super small so I can keep it in my pannier bag all the time. It shakes out easily and dries quickly.

I easily pack a rain coat
Got these for commuting on my new electric fat tire bike. Holds a lot! I easily pack a rain coat, tire kit, lock, and bike charger. and that's just one side!

Looks Good, Right Size, But Hard to Attach
Type 2-G - It looks beautiful and it is a good size, suitable for commuting to work, it easily fits a laptop and stuff like rain gear, or it is good for light shopping. But it was a mystery to me how to attach it to the top of the bike rear rack (there were no instructions, neither a print with it and also nothing on the Internet; I used some straps I had lying around) and the velcro straps to connect the panniers lower down are weird. I hope the attaching can be improved for otherwise it is great and looks good.The Amazon page is also confusing as there are several very different models.
