Does this come with one pack of Hand Sanitizer to start or do I need to purchase one elsewhere?

You will to purchase the refill separately, they are in the suggested items section. They cost a bit but they last forever, we've had them installed at my work for several months now and they are used regularly by 70 people and we haven't had to replace the cartridge yet. It did not come with the batteries either.

will this mount to the wall and stay, if it is not screwed to the wall?

Yes, it comes with a very sticky piece that you can place on the back of it. It's so sticky it's hard to get it off the wall. I'm sure you could always use 3M mounting strips also.

Does this model come with the tools to mount it to the wall?

It has an adhesive backing for a wall mount and holes for hanging. Otherwise there are no additional tools supplied.
