Do any 8' ladders come with a pail shelf?

This is a very nice lightweight ladder with an area to put tools and supplies at the top, but unfortunately, no pail shelf.

How do i get the black shipping clasp off to open the ladder for the first time?

It just hooks around the ladder and no tools required to do so.

Can you explain the dimensions does length mean lying down. What is the 7"

7 inches is the height if the ladder is laying flat on the floor on it's back.
