Does this come with the metal plate that mounts inside the pack to strengthen while mounted? The picture looks like there is one underneath the pack.

It comes with a metal plate attached to the bottom on the outside of the pack not inside. I took it off, as the pack has sufficient support without the plate. The construction of the plastic on the bottom is strong enough for mounting hardware and does not flex. I glued a Liner in it, adjusted the tether and I love it.

I have a 2018 hd road king with a detachable rack. Can this king tour pack be mountd on it?

Not sure , i have a yamaha i had to custom fit it to my needs the only thing that needs to be stronger is where the henges attach to the main trunk
