Is this knife tsa compliant?

Not sure what you mean by TSA Compliant. In your checked baggage, sure, but so is any knife. In your carry-on or in your person? Nope, not at all. TSA doesn't care how long or small a knife is, it's not going on the plane. I'm pretty sure even drawings of knives are frowned upon.

Some reviews say this knife is hard to open. Does it stay that way? I’m hoping it does since this is a useful feature to have if keeping it in a pocke

It is very hard to open. I cannot open it without using some small utensil along with my fingers. There is nowhere to grab the blade to open it except with fingernails. Even then, it's almost impossible to do. I wouldn't recommend it.
