I have 27mm internal width rims and 29x2.3 tires, what size tape do I buy?

If you inside width is 27mm, probably the best for you is 28mm because 27 is not available. Take the inside width again to be sure

is one tape good enough for a set of 27.5 wheels?

Is 10 meters good enough for set 700c roadbike wheelset?

10 meters is good for 4 wheels single wrap (recommended by Muc-Off) and 2 wheels if you double wrap the tape (recommended by some rim manufactures for asymmetrical spoke pattern- DT Swiss)

Will this stick to a carbon wheel?

This tape is very tacky and will stick to carbon wheels well. As with any tubeless rim tape just clean the wheel well before installing.
