Are these fully cut or does the center need to be torn off to drop into the toilet?

It has 3 joints to cut before usage

Are these easily flushable? I'm concerned because we have septic tanks in our restrooms.

They are very thin, made of tissue paper. I don't technically know how they would do in a septic tank as I have no experience with that.
