Can these spouts provide just a trickle, as i would like to use one on a bottle of vinegar - and the spout i use now only has 1 level of flow: flood!

Haven’t tried vinegar. The pourers have one setting and are vented so they dispense smoothly. Vinegar definitely wouldn’t just trickle. Guessing, I would say vinegar would come out at about 20ml per second.

What is the Diameter of the bung please?

the core of the green bung had an external diameter of a fraction over 15mm. The soft flexible (very squashable) 'wings' is near enough 23mm. It is currently fitting easily into an olive oil bottle with a neck internal diameter of 17mm. PS - is it not possible for you or Amazon to ask the manufacturers this question?

Does this work on plastic oil bottle

I don't see why not as long as the bottle is the same as an Olive oil bottle diameter which is what I use it for. They are brilliant.

are these non-toxic and can they be cleaned in a dish washer please?

Why would to think they were toxic? I have not put them through a dishwasher but hot soapy water works well.
