How do you know which frame size to order? My hubby is 5ft 6 with 31 inch insideleg

His inside leg measurement is the best guide (measured to the floor and inc flat shoes). The minimum inside leg required is approx 11" more than the frame size, so a 22" frame requires an minimum inside leg of approx 33". So the smaller frame would be better I would think?
