I have a GL1800 and this thing from the back of my bike over the front windshield all the way down to my front tire?

Yes it will fit. I have a 2012 with a bigger windshield and it works

is it made to fit over a windshield?

Yes ! It fits tightly over the windshield , could be a little bigger but works fine . I got it to cove my 1999 fl old wing so it is a big bike

Will it fit over 1989 Goldwing with the tall windshield?

Yes it does, but it is cheaply made and it deteriotes really fast

Does it have a place for antenna ?

Thank you for your contact. I'm sorry that this one is fully covered and there is no opening for the antenna.
