It alters the image so 4:3 looks stretched out

I use this to connect to a device which only has the old RCA connectors, right audio, left audio and video. If your TV only has mono sound, just try only the right audio connector.

Will it work going from an vcr using rca cables to a tv using hdmi cable?

No, this is a one way use system, HDMI to RCA. It doesn't upscale in reverse.
