Can I put these patches on under water?

Yes. Put the glue on it, fold it in half making sure you have full glue coverage. You may need goggles. Apply, smooth and hold for about 5 minutes. I don't advise messing with it or running a vacuum in it for at least 24 hours.

Does it work under the water?

Yes, this patch works under water. You simply add the rubber cement to the patch ensuring that you get as close to the edges as possible, then fold the patch onto itself (in half...like a taco), take it under water, unfold and put it in place. You just have to hold it for a minute or so. For us we used this on the very bottom of our pool liner and it worked perfectly.

Which vinyl cleaner do you recommend to use on my Intex Prism pool before patching?

Mine was full of water when I put this patch on still holding 1.5 years later if it had no water in the pool I personally would use alcohol

Will this work under water? Tiny hole on side/wall of pool. Cant place anything on it to hold it once I apply the patch.

Yes, it works underwater. It's great for holes like what you mentioned. We used it on the bottom of our pool and only had to hold it there with our hand or foot for about 30 - 60 seconds.
