Could this be mixed with bleach to dye shirt?

No. Use a clear fabric paint, OR a fabric medium by itself (not sure will work, but you're testing,) mix with pigment. Try different kinds of fabric paint in experiment. Small amount pigment powder to small amt fabric paint. Place test swatch on a large piece of fabric. Maybe a number. Elsewhere, write what number corresponds to what products ***&*** color you used. Why? Some pigments, colors, fabric paint may not react well together. Better to TEST than waste pigment. Follow directions! Read about how to add pigments to fabric paints. Mix thoroughly. Put all number swatches on that one big piece of fabric. Should wash fabric first, b4 putting pigmented paint on it. Or use freshly washed old t-shirt, no fabric softener used. Test on diff colors of fabric, too. White tshirt, black tshirt, etc.
