Would this fit a 10 year old?

My son is 13 it was too snug for him The vest is about12 inches from pocket to pocket ( the four pockets at the front ) the sides are velcro when together each side is about four inches wide then 12 inches across the back The size across from one shoulder to the other is about 10 inches From top of shoulder to bottom of vest is about 15 inches I hope this helps
