Do red and blue lights come on?

Yes, lights and sirens. Red/ blue lights flash. I bought this for my 4 year old grandson and he loves it. It does make noise.

Factory installed. It will have a small white plastic tab that need to be removed before using. (it preserves the battery)

How do you activate the red and blue lights?

Hello, unfortunately we no longer have this toy. My son is very rough and broke the lights and wheels. I believe the lights worked automatically whenever the car was rolled or moved (almost like motion detection). There definitely was no button to activate the lights or an on/off switch. I hope this helps.
