Excellent question, Oliver. As Henry had noted, the "pea" in this whistle simply refers to the ball inside the chamber. When blown, this ball rolls around the inside of that chamber. The result is a sound that is noticeably trill, or varying in pitch.

He is supposed to sit when he hears the whistle - but it mainly gets his attention. Others use the whistle so the dog knows which way to turn on blind retrieves. Some use the whistle for positive reinforcement. There are tons of videos on training your dog with a whistle. This whistle is loud.
