Would these fit uk size 9

These were brought as a gift, the person is size uk size 4, I have asked her and she said they fit her really nicely but thinks they might be such a good fit for a uk size 9. I hope this helps

Can these be machine washed? There's no washing label on them and tags were removed as a gift

My daughter in law says that my granddaughter loves them and she has washed them once in the washing machine. There are no apparent visible affectations with them, but my granddaughter has not re-worn them yet so cannot guarantee they are machine washable.
