How would you pop 12 inflatable 26”beach balls near the pool with it?? And could you slowly pop them??

You would pop them with a short stabbing motion. I do not recommend slowly popping them as ethical hunters should not let their prey suffer.

is there any way to reduce the strength of the spring used to flip open the blade?

I looked at my knife and I don't see a way to lessen the spring strength. However you may be able to tighten the screw that goes down through the blade and handle but I don't have a star shaped screw driver to try it.

What type of engagement are the screws that hold the pocket clip?

The pocket clip uses Torx #6 screw heads with a M3 thread. The screws insert approximately 2mm into the handle.
